They were all made with asbestos in case they got firebombed / nuked. It's cheaper (and safer) just to "sequester" the asbestos in the walls rather than rebuild the whole building.

Strangely enough, the World Trade Centers were filled with asbestos that WOULD have cost BILLIONS of dollars to remove and replace just before 9/11.
Lucky for Larry Silverstein he not only didn't have to foot the bill for that, but was also paid out TWICE for 9/11 AND BOTH him and his children were NOT in the WTC's that day.
They don't call him "Lucky Larry" for nothing.

In the past they would hang soldiers over the side who would paint it while it was moving. Now they don't do that because of "safety". It also probably denies some contractor the chance to do it for 100x the cost.
And yes, sometimes an idiot would fall into the ocean,and they would have to pick him up in a little speed boat (eventually).
