He feels forcibly inserted into the story to be Garp's parallel and nothing more. His growth is extremely artificial and unearned considering that he went from getting his ass beat by Luffy twice to heavily damaging Pizarro.
I'd sooner accept Smoker as Luffy's Garp than him considering he's actually had more than two interactions with him total throughout the entire storyline. Plus fighting style-wise he's not just another Hakiman. Unfortunately Oda is a hack fraud and sidelined him after Punk Hazard.
