It's a shame we didn't get both Koby and Smoker as our Marine perspective characters as I think the combination of the two would have made for a more balanced look into the situation within the Marines during the primary story with Luffy. Koby makes sense as the idealistic, younger recruit quickly learning about the problems with the dominant system that was presented as the force for good. Whilst Smoker, being that bit older, already knows about the problems and is actively trying to balance performing his duties in the system that he values whilst rejecting the demands that he finds abhorrent.

Usually a large part of what enables ground level staff to do, what from the outside would be considered, reprehensible acts is down to how the tasks are presented to them by those in command over them. That's easy to do when there's a criminal element at play, like transporting "criminal" slaves, especially if they're pirates or even seem like they could be pirates.
