His activity is being counted twice by the looks of it. "Exercise" and "Tracker Activity" are both measuring the same thing and his app is applying them both. He should pick just one, the lower of the two is likely more accurate but even then it could be off by a wide margin. The calories burned estimates by apps, smartwatches, heart monitors, exercise equipment, ect are notoriously bad and overestimates calories burned seemingly across the board, usually by 20~70% depending on which device you're using. None of the ones I've ever seen tested underestimated calories, it was always overestimating them, and its usually overestimating and by a large margin. The only way to actually know how many calories you're burning is to measure how much CO2 you're exhaling and no app is going to do that, they're going to track your heart rate, body temperature, and other biometrics that are tangentially related and then use some algorithm to guess at a number, but if you want to know how many calories you're burning during exercise pic related is the kind of setup you need, no app or other device is going to give you an accurate reading unless its got a huge tube running from the device to your face so it can measure how much CO2 you're exhaling.
His real TDEE is probably closer to 2600kcal putting his deficit at ~350kcal, not 1700kcal
