Sonic would not kill an innocent victim of brainwashing. Sonic is like the wind, he loves freedom and adventure. Sonic is not the type to preach about morality but he IS the type to humble his opponents and make them see the way of the wind! To inspire them to overcome their faults, insecurities, brainwashing, you name it. If there's a sympathetic antagonist, Sonic WILL help them. For example, Merlina in Black Knight. She's misguided, she's the main villain, and Sonic beats her ass but he still saves her and helps her redeem herself at the end of the story.
The REAL Sonic the Hedgehog would show Surge the errors of her ways because he truly believes in the freedom of all life. Nothing can overcome the wind. The wind is all powerful.
Like Shadow before her, Surge would be redeemed through the power of the wind, Sonic, and all those Sonic has inspired before.
There's nothing that can stop Sonic, Sonic the Hedgehog, just a fun loving guy who loves Adventure! ^^

As anyone worth their salt should be. Those are hilariously out of character. I can only imagine Ian Flynn was given the 'Sonic shouldn't kill people' mandate for writing the Comic and took it to mean 'Sonic has a no kill rule' and not realize it was just something he was supposed to write around.
Ian Flynn is a buffoon and a joke of a writer. And of course he didn't actually write Frontiers. He wrote some Dialogue. Not the game's plot. And Iizuka and the JP Staff were breathing down his neck for every line of dialogue. But not hard enough! That's how he snuck in Sticks and blundered Tails' character so hard compared to the superior Japanese script.
