The Emperor does love humanity and this is shown that he has never wanted to embrace his divinity and his desire to once the galaxy was conquered for him to abdicate his position and allow humanity to rule itself. Some of the Emperor's sons never understood the fact they were just instruments for humanity salvation. Much like the Emperor is an instrument for humanity's salvation.
