We can specifically pin the start of the stalling to when Nasu started dooming in that 4gamer interview about how part 2 was inspired by Undertale and Danganronpa V3 and how the ending would make players feel a sense of loss. The developers tried to blame the delays on COVID-19, but it started with the LB4, and moreover that wouldn't excuse how they kept adding unannounced filler to the roadmap. Ordeal Stall is the worst of it because they would've planned it after part 2's ending like Epic of Remnant, but they know it's the point of no return (for sales). Better to dangle the ending above players' heads like a carrot so you have their attention to shill some other garbage. Nasu almost certainly got an unpleasant call after that interview was published, and it left a noticeable dent in FGO's revenue.
