Smoker is the exception for the most part. Especially when it comes to animal themed characters like the Warlords. All of them are named after an animal but none of them have Zoans. Same with all the Vice-Admirals being named after dog breeds but none have a dog related Zoan.

That said Dragon was introduced at the same time as Smoker and has wind powers which is a power dragons have in some mythologies, so if not a Dragon Zoan he will still be very dragon coded. Also I very much think Kong will have either a normal Gorilla Zoan, or a Mythical Sun Wukong Zoan.
