I think DI. and World Drown weren't originally supposed to exist, and were added in as part of the rewrites, which is why the Banshees contradict/retcon some of the prior Mermaid lore.
For the record however, I do not believe that them being included as part of a rewrite means that they are bad. DI. is part of what caused Hiruko to become so memorable and impactful, and World Drown is absolutely fucking incredible and easily one of the best out of all of the Calamities. I just don't think she was planned from the start, or even mid-way, judging from the datamining and other things.

My main point though again is that there were always going to be very dangerous powerful individuals in the final path, they just were not going to be lumped together under the nebulous group of "calamities" and then have almost all of the route center around them. Also given most of the calamity stuff gets hinted at in camps/lore-dump moments it really wouldn't have been that hard to go back in and add minor hints towards them. Some of the Calamities are also just repurposed girls.
Baal Zebub is the most obvious example, because she was supposed to have her own dedicated plotline that revolved around her which got cut out before the end. Hive Mind was probably going to be Abaddon or something else xelvy-created originally, but Baal Zebub ended up being repurposed to fill the role instead, leading to the BZ/HM we have now. NLK was also hinted at in Part 2, but "Dragonbone" seems to have been a reused asset for her, with the Shirome that was going to go with her being unused as far as I'm aware. Echidna and Cosmos are also examples of cut or repurposed girls being turned into Calamities (the latter was originally "Queen Moth").
