Chloe at least has the justification of being split off due to Third Magic/Magical Girl shenanigans. It's mentioned in her profile, and lorebooks reveal that the Illya and Miyu we summoned are in the same boat.

Irisviel, on the other hand, is a total fumble that makes me mad. It was stated very clearly that we brought Iri with us wholesale - she's practically Chaldea staff, but we never see her outside of bit gags. It took until JP's June 2026 event for her to show up in a meaningful capacity again.

That was just for Barg and Bao (and Cnoc). Melu is an edge case because she's part of Albion, a higher being that governs boundaries, so she's technically from PHH. (Which means, yes, she can be summoned normally. Have fun with that implication.)
