The servant would have some trait or characteristic that's comparable to the real figure but beyond that it's just OC, which is befitting for what a servant is as it's simply a fragment of the real person. I believe the writers prioritize flexibility in how they can use a historical name over staying true to their history 1:1 so with this thought process it doesn't even matter what name they pick out of the hat.

Legacy is legacy. To treat Hokusai as a literally who when their art is, to this day, intrinsically tied to an entire country on an official level, is absurd.

Yes, a lot of westerners may not know his name directly (and even then I'd argue anyone with any history with art would), so I'll give you that for on a global scale it's not the same level of legacy as Da Vinci with the Mona Lisa or Gogh with Starry Night, but I really don't think it's that out there to call Kanagawa one of the most famous art pieces in the world and that alone stops Hokusai from being a "literally who".

If we expand it to cultural impact, I'd go so far as to say Hokusai's art is an intrinsic part of the representation of Japanese culture globally.

You could explore fun parallels if you used historical and mythical characters that actually had a rich story behind them. IMO Fate is at it's best when it draws upon the lore of the characters to create parallels with the rest of the cast.
For example, Medusa sympathized with Sakura because of the shared trauma they had. Medusa was raped and turned into a monster that was hunted and murdered for the "greater good", and Sakura was raped, humiliated, and slowly being turned into a monster. Because of this, Medusa wants to save her.
Lostbelt 4 explores the rivalry between Arjuna and Karna and how the grudge match between them was never truly settled, except this time Karna is allowed to truly play the role of hero and beat his brother.
Gilgamesh, Artoria, and Iskander had a fantastic scene in Zero where they argued over what it meant to be the ideal king. Saber believed a king should serve the people and work to make them happy, Gilgamesh believed the people should bend their knee to the king and obey the King's will because the king knew best, and Iskander believed that the king should lead by example and be a role model for everyone else to follow behind in awe. It's an accurate reflection of the myths behind their character's, from Arthur's utopian-like Camelot, to Gilgamesh's reign which fluctuated between tyranny to a just kingdom depending on Gil's whims, and Alexander the Great who awed his men and led through sheer force of personality and skill alone.
Modern fate lacks this. There are no fucking parallels to draw when every character is a literal who with no story to draw from.

Savior Aesc is the 8th Anniversary Servant, an AoE Buster Caster Servant with powerful party support locked behind a unique starting cooldown skill. Her third skill starts with 5 turns before it can be used, which can be further reduced with Skill Cooldown reduction abilities, and when used can grant the party a whopping +50% NP Gauge, +30% NP Damage, and a Guts effect. Additionally, as a damage dealer she is somewhat mediocre, with the exception of when fighting enemies of Evil alignment since she deals bonus damage. Overall, she is a powerful support in the right setups, and works well with proper allies or in longer encounters where her damage-based offensive buffs can come into play. Her damage buffs are unrelated to Card color, so she can slot in nearly any party to provide a delayed but powerful payoff.

If you genuinely want to play, you have a long road of grinding ahead of you, but a lot of it is also content. The gacha is abusive, but the devs are generous, so overall it's "okay" if you stick with it and do your dailies and don't break your login streak every day. If your targets are only 3 SSRs, you can probably reasonably get at least one of each in 2 years probably. I don't know about Iskandar but Gil gets a rate-up every once in a while so as long as you have enough rolls for pity, you can get him. That's speaking as a f2p. If you plan to whale, there are multiple chances to paypig the shit out of the gacha to get them but it will be harsh.
