There's no reason to choose quality over quantity when pure quantity makes more money. Gachas pump out new girl after new girl constantly for years, while a visual novel is a one and done story that focuses on routes for a handful of girls. Ironically, the former appeals more to the average waifufag, who has no sense of loyalty and thus has no problem with the gacha cycle. Even if their favorite girls banner ends and they become promptly forgotten by the devs, it's no problem since the gachafag will also forget and get excited for the shiny new girl the devs shill and tell them to eat up. Plus, with the large character roster of gacha games, you can make a wider variety of girls, hitting more major character archetypes and thus maximizing the amount of audiences you appeal to. Lastly, since gacha games are live service games they're always staying relevant in the mind of social media platforms. The lack of a definitive ending, despite being story driven, isn't actually a problem for them because the greater goal is to keep the money train going as long as possible.
