Overall theory
Some gods once existed on earth
Everyone stops worshipping them, everyone forgets them, they become lost over time. Without worship their power dries up, the source of their strength dries up, just like Touhou
Some entity creates a Touhou like world "Kivotos" which is the greek word for "Ark, an ark of the gods, a world where they can still exist.
However the gods have lost so much of their power over time they've become forgotten gods, gods lost to antiquity. They entirely lost their original identity. However by losing their identity, they are now able to gain a new identity. Their current selves aren't fake, its them starting over again, as new people. The various priests see this and scoff "The gods have forgotten their nature", but sensei sees it and says "No, we shouldn't deny their current selves, their current selves should be protected and encouraged", sensei chooses to nurture their true identity, while the nameless priests seek to return the gods to their true nature as inhuman things beyond your comprehension.
