honestly iran did the same in israel they hired poor/criminals to do grafitti/vandalism/film places. there's been like 40 arrests so far. israel did the same in iran but on a x100 scale (simply because 1 shekel is like a billion iranian reals)
iran is a spy's wet dream most spy work is hiring/bribing people and in iran you can hire an army for pocket change
