They are aligned with the Great Plan, which was an Old Ones process that is meant to eradicate Chaos from the world once and for all. With regards to non-lizards, in general you'll find numerous cases that are /absolutely/ KoS with no exceptions, like Skaven, literally anything aligned with Chaos (Warriors, Norscans, Beastmen, etc.), almost everything undead (with extremely rare exceptions, Khalida has been noted to have correspondence with lizardmen agents in Lustria), and nearly 100% of the time with Dark Elves. Wood Elves have 0 reason to be in Lustria because they're busy murdering everything trying to infiltrate Athel Loren, so it's presumed they just enjoy not having to deal with each other, High Elves are 50/50 because usually they are smart enough to not fuck around in Lustria, but in rare cases where it's necessary, they can interact with Skinks and navigate peacefully or they choose to simply do a rapid-pace invasion and quickly get the tiny thing they seriously need and wind up hounded down from the second they touch the beach to the second they embark on exit.

Non-Chaos humans are dicey, because Skinks are able to negotiate and have dialogue with humans, it's known that traders can bring things to and from Lustria, pleas or knowledge about things that can purge Chaos or Chaos elements or trackers who are good at warning lizards and Amazons all have correspondence with Skinks. However, it's also noted that not only are humans noted to actually be considered a delicious delicacy on Lustria, but Saurus and Kroxigors literally do not have the capacity to engage with humans in a manner that is not explicitly combat-related, and Slann are so indifferent to human affairs that it is impossible to gauge their response to a human in Lustria.

They are "Good" insofar as they want to eradicate Chaos, but they are hostile to most life on the planet.
