The Great Plan will partially come once the Lizardmen will get a DLC with a completely overhauled Geomantic Web mechanic.
For now, the quality of life improvements they just got need to suffice for the time being.

Not true. Just off the top of my head I can tell you that all four monogod factions are crippled without Champions of Chaos. Greenskins require either King and the Warlord (Nasty Skulkerz) or Warden and the Paunch (Pump-wagons) to have pretty much any armour piercing at all. I don't know what's in the upcoming DLC, but High Elves are currently extremely reliant on Sisters of Avelorn.

What would an actually good rework for lizardmen be?
I think they shouldn't have their units be recruited like normal factions, instead their recruitment should be based upon their units spawning out of the spawning pools.
Their units shouldn't cost anything to recruit (there should still be upkeep costs) but should spawn in waves sort of like Throt's monsters, there's a spawning every 5-10 turns or so and you cue up a bunch of units to spawn in the waves. The spawning pools you control should also affect your spawning waves, maybe giving you extra units or giving you blessed spawnings or some other bonus.
Make it so that by mid/late-game whole armies can just appear out of the spawning pools all at once.

Each older gen of Slann is exponentially more powerful than the younger ones. Each generation of Slann had a purpose that they collectively worked towards. 2nd gen Slann were created to move planets, 3rd gen Slann were created to move continents, 4th gen Slann were created to build the ocean
We don't have explicit confirmation what 1st gen Slann were made for, but it's almost certainly to move stars. The only 1st gen Slann we know about is Kroak, who is so powerful he can throw miniature suns at people even though he's dead

Its honestly kind of funny, literally every match is different for how the Empire goes, I usually watch it happen as Drycha.
One match they'll be stomped by Vlad, another they get invaded by Chaos from the north, then another they have ogres taking territory from the south, and then the rare game where they actually end up a world power.

Two for me.
1. A Geomantic Manifestation mechanic where Lizzie province capitals generate geomantic energies (also the Geomantic Nexus is rolled into the province capital).
If you manage to generate enough, you can do stuff like reinforcing an army with dinosaurs (completely different from one of the rituals they have since it works like Tzeentch's spawn trolling), literally razing a settlement, turning the climate of a whole province into a new type that only lizzies can live in (and which can be reversed if you take over the province capital), dropping a tropical disease that even affects negatively Nurgle and Pestilens armies, suddenly grants enough exp to level by 5 levels, teleport to any settlement as long as it is either visible or was revealed and much more.

2. A new Blessed Spawning mechanic where you do specific tasks to gain units marked by the Old Ones (and those are not limited to only combat).
All the Blessed Spawning units are reworked and completely expanded. Now each existing Lizardman unit has multiple Blessed Spawning variants that have unique marks from each of the Old Ones which also change them visually.

Purple Lizardmen have the Blessing of Tepok and they all get magic resistance and a barrier.

Lizardmen with the Blessing of Quetzl have bony spurs coming from their forearms and overall superior defensive stats.

Lizzies with the Blessing of Chotec are orange and they deal double damage to fleeing enemies (as well as moving faster and having strong vigor).

Stuff like that. This would open a ton of new tactical options for players.

Lizards are order aligned (good). However they are very autistic, and follow 'the great plan'. Nobody really knows what the great plan is anymore, since the progenitor race who made it are dead. Meaning the lizards kind of just guess.
So their theory is keeping everybody in 'their place'. Which means even if you are another order faction, like the empire, and in their jungle, you need to GTFO or they will make you. Otherwise if you are empire and in your place, they will help you out. They consider chaos and similar factions to be unnatural, and should not have a place in the world.

3 somehow managed to have the worst main campaign with mechanics that actively punish you for playing the game and growing your empire. Siege AI is fucked since they incorporated tower defense into the game after massively expanding Sieges and making every other battle a siege for someone reason. Immortal Empires is impressive for it's scope but turn and load times get annoying. I don't get the appeal of it, I was never a fan of "OH BIG MAP". I like small focused campaigns but in general Total War isn't great at that so I don't blame it too much.

Archers and Mages got balanced so they're no longer the spam to win option they were. High tier archers and mages are still great they're just not insta-win to the same extent they were in 2. The big thing 3 has over 2 is Diplomacy, Allies and Vassals actually work and feel like a worthwhile investment.

I would honestly only really get Warhammer 3 if you particularly liked any of the factions that came with it.

I miss the WH2 mazdamundi experience, power creep is a bitch, although he's still a mighty LL in his own right - same as most ligger LL's (Nakai, Gor rok and Kroq-gar shine maybe brighter than he in WH3.) The WH2 mazdamundi campaign feel was genuinely Art in the emotions it evoked in the player.

you genuinely have to learn what the AI thinks is a fair fight and siege with that - since "the lady's blessing" campaign effect lasts until you retreat, you have to lay siege with like 20+/-2 units and dedicate multiple armies to winning battles or sieging. They are aligned with the Great Plan, which was an Old Ones process that is meant to eradicate Chaos from the world once and for all. With regards to non-lizards, in general you'll find numerous cases that are /absolutely/ KoS with no exceptions, like Skaven, literally anything aligned with Chaos (Warriors, Norscans, Beastmen, etc.), almost everything undead (with extremely rare exceptions, Khalida has been noted to have correspondence with lizardmen agents in Lustria), and nearly 100% of the time with Dark Elves. Wood Elves have 0 reason to be in Lustria because they're busy murdering everything trying to infiltrate Athel Loren, so it's presumed they just enjoy not having to deal with each other, High Elves are 50/50 because usually they are smart enough to not fuck around in Lustria, but in rare cases where it's necessary, they can interact with Skinks and navigate peacefully or they choose to simply do a rapid-pace invasion and quickly get the tiny thing they seriously need and wind up hounded down from the second they touch the beach to the second they embark on exit.

Non-Chaos humans are dicey, because Skinks are able to negotiate and have dialogue with humans, it's known that traders can bring things to and from Lustria, pleas or knowledge about things that can purge Chaos or Chaos elements or trackers who are good at warning lizards and Amazons all have correspondence with Skinks. However, it's also noted that not only are humans noted to actually be considered a delicious delicacy on Lustria, but Saurus and Kroxigors literally do not have the capacity to engage with humans in a manner that is not explicitly combat-related, and Slann are so indifferent to human affairs that it is impossible to gauge their response to a human in Lustria.

They are "Good" insofar as they want to eradicate Chaos, but they are hostile to most life on the planet.
