They look off because there is no real foundation beneath it all. The show is entirely built on other cartoons like Fairly Oddparents, instead of being a creative abstraction of something that exists IRL.
To really make an interesting cartoon setting, you need to be influenced by something that isn't just cartoons. Spongebob is a good example, which was built on the creators interest in marine life. You could argue that Mark has such an influence as well, but "urban teenage social life woes" just isn't a compelling foundation and shows his lack of life experience as a young, sheltered city dweller.
