They always have had a choice. They don't HAVE to sell on the wider, international market. Compile Heart was a Japanese Developer first and foremost with a minor international fanbase that was a tertiary market as a cherry on top.

By surrendering to the west they just allowed them to destroy what little Japanese fanbase they had left.
