It's because GV is reckless and doesn't think things through more so than that he's ruthless, though the ruthlessness is an issue, see how the approach blew up when confronting characters like Elise. ZED in GV3 is a mirror of this. Though not GV in many respects (he turned enemies to his side, he took on the crown instead of refusing it, he's politically active instead of reactive, etc.), his recklessness still imperils the world. GV is also self-righteous and has a tendency to fall into binaries. Granted, his enemies are awful, but they usually have some legit issues that he just brushes aside because they're irredeemable monsters in his eyes (something the fandom internalizes, which is why you have so many bad takes on the GV1/GV2 antagonists). He sees himself as a lone wolf messiah-like figure and shoulders the world's burdens on him, similar to Zonda and ZED, but then, once the immediate crises is concluded, drops everything and leaves.
