I'd say your pic is sort of the half way point between my second and third point. The goal is to get people to think of themselves as being closer in every sense of the word to the West (in a state that is desired by the powers that be) than to their ancestors and neighbours. Its a brilliant and incredibly insidious way to try to force people to adopt beliefs rather than convince them through argumentation.
