The intention doesn't matter, the result matters. Durability nerfs ALL ballistic weapons rather than allowing light pen to kill it. 400 damage at 75% durable with the 65% damage armor match rate means it doesn't really do anything to benefit light pen unless you are firing something like a stalwart, What it does do is greatly increase time to kill for other ballistic weapons that could previously beat it. This means that you have exchanged a practical weakspot for a theoretical weakspot.
The increasing primary health pools and increasing durable is a pattern accross all factions, with new enemies coming pre-packaged with higher health and durable than older enemies. You will find stuff like pic related on all kinds of enemies. This is why primaries (well, non-elemental ballistic weapons in general) feel increasingly weaker and weaker despite them being numerically at their "strongest" ever.
