It's only in Indian Hinduism. And yes, Indians do consider the cow as a mother. It's called "Gau Maata." But they also worship the cow and what it produces - milk, dung, and urine. The politicians and even scientists there keep talking about how cow urine is a cure-all medicine. They use cow dung as fuel, as a "coolant" on walls in their homes, and even food (see: panchagavya).
