it looks like it does only target exclusively ground summons. it targets any operator placed on the ground, since ground ela/shifters work while ranged ela/shifters don't. i tested on deployables like silence drone, weedy cannon, skadiva dragon and they don't work but exclusively ground summons like nightingale's doll does work.
