This kind of thing has a lot of internal wonkiness if I'm not mistaken. Even for operators who have tile-based talents there are some inconsistencies/randomness when it comes to what triggers it and what doesn't. At the end of the day you'd probably have to look at the .json file designations to curate a list of what works and what doesn't.

You could always borrow one to try them out together. Medicmiya's bread and butter is her S2 but it's one-time use only and her S1 is great with a super long cooldown. Hibiscus2's S2 is a burst heal with quick cycling. Her damage is also pretty good because she deals arts fragility on targets attacked. Since you're thinking of running 5*s, you should just build whoever interests you since it's a funcore niche anyways.

I do so not have a way with words. Not every new character is a big hit, right? It's less complaining and more just me wondering how the devs ended up deciding to release an all-new character when there are some Day 1 characters who still don't have an upgraded form.
Maybe the answer is that there are plans for a lot of them already and it's mixed in with a story they're not ready to tell just yet. Game devs often have tons of ideas that they just don't have enough time to get in the game.
