You're missing something absolutely crucial. Gohan is special. When he gets angry he powers up several fold as seen against Raditz and Freeza. SS2 Gohan is more than 2x because he got a huge rage boost. Normal SS2 is 2x.
Cell also got SS2 but his boost wasn't nearly as large as Gohan's. Gohan's rage and hidden potential are so high even enraged SS1 Gohan could beat SPC if he went for the kill shot immediately. Normal SS1 Gohan is probably weaker than Perfect Cell.
That's the most consistent interpretation I have found.
