I guess it's probably a case of what they mean by very strong and what you'd consider very strong being different. It's definitely not an essential part of your kit like in Bayonetta, but I find it a lot more useful to use with intent here than in any other game that had the passive version of dodge offset. Because making it its own input opens up uses that the devs probably never even thought of, which won't happen if it's a passive trait of dodging.
I don't think they wanted you to offset the animation fo getting parried into more offense on reaction, but you can and I'd say that's pretty strong.
