One thing I've learned from reading through the Writer's Market: the higher up the alphabet you go, the more discerning they are about submissions.

If there's an Aardvark Press, they'll accept manuscripts from anyone. If there's a Persephone International LLC, they want an agent, a list of previous works, and only the first three chapters of the manuscript that you're working on.
