He's not entirely wrong despite being a dumbass that talks about games he should play but doesn't. As you said in your post, you just got unlucky that you picked a girl where the devs wrote you some lackluster dialogue. There's ~60 other Love stories and I've certainly seen plenty of romance in the few I've tried. However it's not friendzoning you, first you just unlocked what is essentially a wedding dress for her. And second Clara is a very innocent character as you should know, the devs are clearly trying to keep that tone rather than going full lovey dovey with her. The true ending is your start point for romance with her. There are plenty of other girls that will be more explicitly saying they love you or imply they want some private time with you. It would frankly be out of character for Clara to do those things, as she currently is, and that should be part of her specific appeal.
