an islamist death squad was sent to murder the pro-West Saudi crown prince, who owned the top two floors of the hotel. They bought guns from a CIA agent on-site (supposed to be a honeypot sting), murdered him, and then, finding that the prince wasn't in the building (he had left to gamble at another casino), they just started to shoot the place up, probably to poison Saudi-US relations.

The whole thing was covered up for diplomatic reasons (and because the event would've cast the CIA in a disastrous light) and Saudi Arabia remains a US ally today.
Jamal Khashoggi probably knew the truth, and that's probably why he was murdered, and that's probably why the US covered for his murder.
