You guys are clueless. The Stormsurges and big suits were in development before the T'au met the Imperium. Source is Blades of Damocles.

Most the modern Tau suits were in early prototype phase during the Damocles Crusade. The guy awakening Kais in "War of Secrets" was shocked that the 200+ warrior knew what the Ghostkell was. despite the suits only being revealed recently.
