thats because Rome wasnt a free nation anymore and the tyrants at the top were making more and more Orwellian laws to keep control.
People say the holy roman empire wasnt holy and neither was it Roman but to be fair the Roman empire was hardly Roman itself towards the end, it was largely made up of non Romans and it was against all the ideals that founded Rome in the first place. Based germans put the empire out of its misery and they tried to do the same thing in 1933, we live in the globo homo timeline of the modern Roman Empire equivalent winning its war against the "barbarians". No more Germans coming to save the day, and the technology is here for control in a fashion the roman empires never would have dreamed of.
