Holy cow, that's a big ass bird. However, the question wasn't about weight, but about body plan; whether the wings could be their own separate thing or if they needed to be part of the arms for true powered flight. Desu I prefer more serpentine dragons over the more muscular portrayals that are common today. They are closer to the original myths, and the way snakes move is so unique and weird looking. Having the wings be part of the ribcage and being able to fold mostly flush with the body instead of being part of big bulky arms would allow that.
