Wyverns? Yes they easily could. You will need some drastic changes but:
- hollow bones
- shorter tail with big fins for air control and to be properly aerodynamic (classic dragon tail creates drags you cant afford)
- smaller size and weight. Flying wyvern wont be bigger than a horse much and for acceptable wing span size it needs to be 60, may be under 60 kg
- you also will have to get rid of all the bullshit like horns, thick scales (too much weight, unironically) and neck cant be too long
- the body needs to be way thinner and shorter. The chest bigger, way bigger. It is REALLY, REALLY,

hard to not turn it into bid-looking thing BUT with some compromises we can keep somewhat classic look despite its chects still being bigger than usual (the wings-arms will need lots of muscles)
