hip firing weapons doesn't make their spread wider nor does ADS'ing make a weapons spread tighter. that is simply not how the games shooting mechanics work. all weapons have a set spread value that remains the same whether you hip fire, third person ADS, or first person ADS. Recoil is reduced when you scope in but recoil is not spread or "cone".
Here's the sickle which has a value of 20 spread (the worst for any fully automatic primary in the game) and the spread is equally wide for both hip firing and scoped in.

but also, do you even have a source for the assault rifle having hip fire only? even the trailer itself shows the weapon being fired from the shoulder, not from the hip
