That's definitely not right. Physicists presume things all the time. Later, with time, they get verified or dismissed, and much more rigorously than in psychology, sure, but it's nothing like systematic derivation from axioms.

is a great article which relates to that (in my memory; it's been a while since I actually read it), by a biologist (Peter Medawar, with Nobel prize for discovery of acquired immunological tolerance) rather than physicist, but I suspect a physicist would agree.
