Skinnyfat is actually surprisingly easy to fix, just fucking lift. The caloric deficit isn't that important because your core problem isn't the fat, despite what you think, its the lack of lean mass that's primarily making you look like shit. You're likely only a couple lbs of fat overweight, but you're several lbs of LBM away from looking good. Eat a maintenance diet or slight caloric deficit (TDEE -250~500), eat a lot of protein (.72g~1g per lb), and most of all lift. That's the single most important factor in fixing skinnyfat. Resistance training is what solves skinnyfat.

If you don't lift and just cut more you end up looking even worse.
