That's just lying to make someone look bad. You can't be telling the truth and also misinterpreting someones motivations. You are saying false things.

My honest take is that Richard is based on the old guard in Japan when the samurai were getting abolished as a social class. They were very rigid in their rules. And while not being exactly sexist they would want a position of authority to be controlled by a man as a matter of custom. Because when it's not, it usually meant the heir is way too young and the parents, like the mother, have power. Which almost always was a bad thing.

So TLDR Richard, who is based on Samurai, doesn't want females in power because they usually mean that the line of succession is prone to civil wars and turmoil.
