WE valued heavy weapons but generally they were direct fire weapons mounted on tanks or dreadnoughts. Angron was too retarded to understand how artillery worked and man portable autocannons are too unwieldy to beat people to death with.
There are always exceptions of course and every legion had enough dudes do do everything at least a little but IMO the WE gameplay experience is constant pressure and forward momentum. Never stop moving towards your enemy, box him up inside his deployment with weight of numbers and bury them.
Mechanically heavy weapons are priced as if they're immobile, if you have to move with them they get noticeably weaker in some regards which makes HSS a hard sell to me, plus they're way more expensive and the WE don't want fragile expensive points sinks because they WILL be within range of the enemy most of the game.
