On paper I might agree but I think a nen ability that already has variable powers it can manifest is doing the most. Add on mind control as a tertiary effect and I think it's doing too much. It's a logical fear to have as even Tserriednich clocked onto the potential risks of letting a nen user give you anything. But I mind the possibility of Zhang's coins doing just that because seems really cheap to have someone who can give powers be able to control the people they give powers too for the purposes of the story. Pouf was handing out powers to the Chimera Ants and their ability to betray them afterwards was accounted for by the Royal Guards, but also instrumental in the survival of the extermination squad since Ikalgo, Meleron, and even Welfin wound up helping out.

Morena technically does use manipulation for Etude of Darkness, but only in the context of a game where she doesn't want cheating. As far as we know Borksen is truly free to do whatever she wants and the current drama is whether she will be able to find a way to off Morena and her crew before they either decide to take her out to clear up space, or maybe the Kakin military kills Borksen.

If Zhangcoin does control someone it might fit his personality, but I hope it's only a way to keep coin holders from taking overt action against Zhang.
