The cartels rely on intimidation and terrorizing unarmed, untrained civilians in isolated villages and being able to operate carte blanche due to bribing or threatening almost all Mexican politicians, police, and military.
Whenever the cartels have gone up against a legitimate, trained, non-corrupt military group like the Mexican Marines, the cartels always get completely BTFO.
And even the most lowly US National Guard unit is better trained, has more experience, and has better weapons than even the top tier Mexican military units.
Destroying the cartels will be easy, the hard part will be the mass deportations of all Mexicans and Central Americans south of the Darien Gap into South America.

Because that's now how it works at all. When the Secretary of State designates an organization as an FTO, Congress has to review it and decide whether or not to approve the designation. Then there is a procedure every few years to review and either redesignate or revoke the designation.
Also, any group designated as a Foreign Terrorist Organization can go to the DC Court of Appeals and ask for judicial review of the FTO designation.
