The US involvement in foreign wars is closely linked to their supply of munitions. The MIC forms an integral part of US politics and its economy. When supplies builds up too much they engineer a war. This cleans out the old stock from the warehouses and allows fresh production runs, which means more profits and more political power.
The Middle East conflicts served this purpose well, but it severely depleted stocks. A period of peace was needed to rebuild stocks. Then the Ukraine war emptied out some more stocks as the US sought to prop up Zelensky. But now stocks have now built up again, and in anticipation of a ceasefire coming soon to Ukraine they are looking for the next war to offload stocks. Looks like its South Americas turn.

The Cartel thing only existed in Colombia since the 1980s. It was limited to that country. They were erradicated there (somewhat) in the 2000s so they moved to Venezuela and Mexico. But it's all a pretty new phenomenon. Mexico used to be pretty safe until about 2010.

The Venezuelans also spread around Latin America as refugees when that country collapsed and brought crime with them, tho, to Ecuador, Peru and Chile which used to be one of the safest countries in South America.
