Maybe? Back in times of season 1, me and some other people were thinking about her falling and all that stuff, but since main position of Heaven now is not so violent, her only development is the same that Charlie needs (In my opinion ofc), they both should understand how actually cruel not just hell, but Earth is too. How some souls refuse to change because they are rotten to the core. Like damn, some sinners really need a full course psychological therapy.
It's a simple plot for development, but given the circumstances its one of the only possible ones.
