Maybe they agreed with the Russians on the four oblasts (and other conditions) to get them to the meeting, but are now planning on rolling it back.
They put out this story to make it sound like a victory for Russia, and if Russia refuses because it falls far too short of their stated goals, then Russia is being unreasonable and "Maximumulist" in its demands.
