I think she's just kind of incompatible with the place in general.
Other anons have said this but MGE is a hopeful setting. A lot of the stuff in it only works because it's a world where ultimately it all works for the better because everyone deep down wants to find love and happiness and stuff like that.
This doesn't apply to Carmen at this point. She doesn't think in terms of "being happy" anymore. It's not even something she cares about. She thinks people ought to follow their id, their intrusive thoughts, these desires that stem from toxic places. she believes that you should be guided by these intrusive thoughts that creep up in your head, those petty, monstrous and pointless things you turn yourself away from doing.
So she just... isn't in a mental space for the setting, because she doesn't think of happiness as a good thing anymore. She doesn't believe in it, she doesn't care for it, she believes in people doing whatever they want even if this hurts them or other people, she thinks this is the highest moral imperative. One "actualized" person who's doing what they want is worth any number of "happy" people who aren't doing that, even if the desire is pic related.
