It is NOT just Western releases. Nintendo of Japan still banned Merry Bunny Garden from the Western eshop (on top of making it a search only game on the JP eshop, it's banned from appearing in the upcoming or new releases section) despite forcing Qureate to heavily censor it on the JP eshop.
