They are, but it's in a fundamentally different way than in Undertale. You have three save files (incompatible with the implied 1 SOUL = 1 SAVE in Undertale) and you manage them in the meta-layer of the game which is a DEVICE set up by ______. The implication seems to be that Gaster is facilitating your SAVE files, which makes sense since he can also do things like pluck you out of the game and give you a checkpoint for the Knight fight.
Deltarune has had absolutely none of the "deja vu" and the power to SAVE being a major part of the story like it was in Undertale, the most we get is being able to somehow carry over some items across save files (and also some extremely minor differences depending on your save slot). The most acknowledgement it gets has been Ralsei nudging you to SAVE once, which is about as much as you'd expect from any typical RPG.
