Xenoblade 3 is perfectly in line with the rest of the Xeno series, I don't know why so many people got up in arms about it. The Xeno series uses nudity as a visual shorthand for ethereality, one that 3 follows with Ouroboros. 2 featured a relatively larger amount of skimpy designs simply because it has more characters (ie the blades) that necessitate it. All of the human designs are just as if not more covered than your average party member/hero in 3 (Morag and driver Nia being prime examples). The game isn't a sign of "global standards" or whatever the fuck at all.
If we're going directly off of Monolith Soft's behavior, the only example of them censoring a release is Xenoblade X DE. I'm not a developer there and can't really speak to the decision making process, but if I had to guess it was done because the Switch is not a region locked console, and it would be easier to simply rerelease the version that had already been approved by western ratings boards. Given that they kept in everything with the bunny suits and swimsuits, I don't think it's a sign of anything more than that. Xenoblade 1 wasn't censored at all despite featuring some of the most revealing outfits in the series, including swimsuits that didn't exist in the original game.
