Simcity 4 is usually my go-to citybuilder, but I might try Cities Skylines sometime. Are any of the DLCs essential to enjoyment? Is it best to start with the vanilla game? Any essential mods?

I've got the base game, Industries, Mass Transit and Sunset Harbour currently.
