Actual Chomos should get the millstone treatment, but it's way overdone to the point where a drunk guy pissing in the bushes at midnight or a 19 year old with a 17 year old gf can get placed on it. I assume it's just a scam cooked up by DA's to coerce convictions, "plead guilty to these crimes and we'll keep you off the list". I hate cops and DAs almost as much as I hate niggers.
