Get appearance change unlocker https://www.nexusmods.com/cyberpunk2077/mods/3850/ and its required mods so that you enable the possibility to save presets so that your work isn't lost if it happens the next time

put your mod in the mods folder of the root install (not archive/pc/mods or whatever)
run redprelauncher (the one in the root install folder), click the gear icon next to play, then click enable mods
launch the game with the play button (it'll show a "enabling mods" loading screen, creating a mod list essentially)
once it's launched you can exit

add "-modded" (without quotes) to the commandline in steam or to the target field in your cyberpunk2077.exe shortcut

I don't know if it works with commandline in Steam; I know it works if you create desktop shortcut of your exe and add it to the end of the target line so like
